Snowfall in February?

hi, we%26#39;re planning on taking the group tour to seoul this coming february 2009 (probably on the 2nd week) will there be snowfall at this time? or just snow covered landscapes?

it will be our first time to seoul and will also be our first time to experience snowfall, so we are really hoping that there will be snow :)

any ideas on what kind of clothing we should bring? do we prepare for winter wear(jackets, gloves, scarves, beanies etc) or would that be going overboard?

a couple of years back it was minus 14 C in Feb; often just above freezing. Rarely warmer than 3-4 deg C.
